A message from Jeff Hine, President
PRESIDENT
Jeff is an accomplished professional with more than 31 years of law enforcement experience. Jeff is founder and currently the President of ARC Training, LLC. A native of Pennsylvania, Jeff joined federal law enforcement as a Uniformed Officer with the United States Secret Service in 1987, where he was assigned to the White House Branch in Washington, D.C.
In 1989, Jeff transferred to the United States Customs Service (USCS) as a Special Agent in Galveston, Texas. There, he conducted and specialized in narcotics smuggling investigations. In 1990, Jeff transferred to the Houston field office, where he worked in the Internal Affairs Division, Asset Forfeiture Group, and with the Currency and Narcotics Enforcement Team.
In 2002, Jeff became a member of the USCS/Homeland Security Investigations, Special Response Team (SRT). He has more than 15 years’ experience as an SRT Instructor, breacher, firearms instructor and team leader. Since 2004, Jeff has served as an adjunct instructor at the DHS Office of Firearms and Tactical Programs (OFTP) in Fort Benning, Georgia: in the Special Response Team certification course, the Firearms Instructor Training Program, the Defensive Tactics Instructor Training Program, and the Protective Security Operations Training Program.
In addition to his investigative duties, Jeff continues to develop advanced training programs in firearms, defensive tactics, and active shooter training for law enforcement and civilians. Jeff holds a Bachelor of Science Degree in Business Administration from Mansfield University of Pennsylvania.
VICE PRESIDENT
Victoria is an accomplished leader with more than 15 years of operations experience. Victoria is a co-founder and currently Vice President of Operations for ARC Training, LLC. A native of Texas, Victoria is a proven leader, trainer and communicator in the business world.
From 2003-2005 she was a Speech Manager/Speech Language Pathologist required to manage, coordinate and schedule a team of speech language pathologists.
In 2005, Victoria was promoted to Regional Director of Rehabilitation & Facilities for Cole Health in Houston, Texas, and was required to provide P&L and management leadership in the expansion and growth of Cole Health facilities throughout Houston, San Marcos and Austin.
In 2015, Victoria accepted a Managing Director of Operations position with DTI, Houston, Texas (Largest privately-held global provider of legal process outsourcing (LPO) & litigation solutions). She assumed P&L and management leadership for 13 direct reports, all training and development, security operations and facilities management.
In 2017, Victoria accepted a position as a Group Facility Administrator with DaVita, one of the largest kidney care providers in the United States. She was acting as a Facility Administrator, managing one of the largest dialysis centers in Houston, Texas.
In 2018, at the request of Cole Health, Victoria returned to her position as the Regional Director of Rehabilitation.
In addition to her managerial and operational duties, Victoria assists her husband Jeff, by acting as a role player during ARC Training, LLC presentations. Victoria holds a Bachelor of Science Degree in Psychology and an MA in Speech Language Pathology from the University of Houston.
INSTRUCTOR
Paul joined ARC Training, LLC. after catching Jeff's vision to better prepare civilians for Active Shooter situations. This vision blossomed into the idea that everyone should be aware and prepared for any type of circumstances which could put them in harm's way.
A native Texan, Paul joined federal law enforcement as a Special Agent with the United States Customs Service in 2002, where he was assigned to the Detroit, MI field office. While in Detroit, Paul specialized in Counter-Proliferation Investigations (CPI) regarding the illegal export of U.S munitions, to include weapons and technology, from the U.S. to transnational criminal organizations.
In 2007, Paul transferred to the Houston field office, where he continued working CPI. In 2008, Paul became a member of the Homeland Security Investigations, Special Response Team (SRT). He has many years of experience as an SRT Instructor, firearms instructor, defensive tactics instructor, and is currently the Team Leader of the SRT. Since 2019, Paul has served as an adjunct instructor at the DHS Office of Firearms and Tactical Programs (OFTP) in Fort Benning, Georgia in the Firearms Instructor Training Program. Paul was one of the first Special Agents in HSI to pass the Protective Security Operations Training Program.
In 2017, Paul helped start the Special Operations Group (SOG) in the HSI Houston field office. What started as one Special Agent turned into a full-fledged group of agents permanently assigned to the Special Response Team in order to execute high-risk activities at a greater rate.
In addition to his investigative duties, Paul continues to instruct advanced training programs in firearms, defensive tactics, and active shooter training for law enforcement and civilians. Paul holds a Bachelor of Arts Degree in Criminal Justice from Sam Houston State University.
